AVIS D’APPEL D’OFFRE INTERNATIONAL POUR LA FOURNITURE DES TUYAUX ET ACCESSOIRES DE PLOMBERIE CONCERNANT LES TRAVAUX D’ADDUCTION D’EAU POTABLE DANS L’ARRONDISSEMENT DE TENGHORY - REGION DE ZIGUINCHOR (SENEGAL)

REFERENCE: ACRA-SENPLU/RAEP-001

1) La Fondation ACRA-CCS dans le cadre de la phase III du programme ACRA PEPAM TENGHORY sur financement du Ministère des Affaires Etrangères Italien, l’Agence de l’Eau Seine Normandie et d’autres bailleurs prévoit la réalisation de réseau d’adduction d’eau potable avec branchements particuliers dans la commune de Tenghory. Il est prévu qu’une partie des sommes accordées au titre de ce financement soit utilisée pour la fourniture de tuyaux et accessoires de plomberie.

2) La Fondation ACRA-CCS invite, par le présent Appel d’Offres, les candidats éligibles et répondant aux qualifications requises à présenter leurs offres sous pli fermé, pour la fourniture du matériel suivant :

LOT 1 : Fourniture de tuyaux PEHD / PVC pression
LOT 2 : Fourniture de pièces en fonte pour l’eau potable
LOT 3 : Fourniture de pièces de fontainerie pour l’eau potable
LOT 4 : Fourniture de compteurs d'eau potable classe de comptage B

CONTRACT DESCRIPTION

This is a procurement setting out the specific characteristics of the International Open tender for the supply, erection and commissioning of the hydroelectric unit of about 1,7 MW in Tanzania and of the relevant auxiliary equipment, in the framework of the EU funded project "Hydroelectric for 20 Isolated Rural Villages in the Ludewa District, Tanzania. Contract N° 340-559" carried out by the Italian NGO Fondazione ACRA.

 

The scope of supply includes:

  • n°1 Turbine and its accessorizes;
  • n 1° Generator and its accessorizes;
  • Voltage and Frequency Regulation System for the operation in parallel with Tanesco Grid and in stand-alone modality;
  • MV cabinet, with reference to the preliminary single line diagram supplied by the Costumer in the tender phase;
  • LV Cabinets for Power Plant Control and Automation (both Unit and Plant Automation);
  • Unit Valve and its accessorizes;
  • Design Documentation, Operation and Maintenance Manual and Personnel Training;
  • Site Erection and Commissioning.

I am pleased to invite you to submit a technical and a financial offer for the realisation of the mid-term and final evaluation of the project in object.

As the project is co-funded by a EU (Europeaid) Grant, please note that eligibility and exclusion criteria as set up in the Practical Guide to contract procedures for EU external actions - section 2.3 Eligibility criteria and other essentials apply to this selection procedure.

Also, the perspective service provider/expert nationality (the design office or the physic person in case of participation as independent consultant) must be compliant with provisions set out in Annex E3h3 Contractaward rules (annex IV) of the mentioned Practical Guide.

We attach to this invitation a few annexes:

The financial offer can’t exceed the expected budget amount of euro 12.000,00 (gross amount, including taxes and any other cost related to the contract). This amount must include all the expenditures in charge of the consultant (salary, accommodation for night and board costs, insurance, communication costs, gasoline for displacement, etc...).

The selection procedure will follow the schedule below.

A first version of the interim evaluation report, written in English, will have to be submitted at the latest on December 31st, 2016.

If you are interested in the realization of this evaluation, please send us your best offer comprised of the documents below:

  1. A technical and methodological offer on a free format, in compliance with the conditions detailed in the terms of reference (annex I);
  2. A presentation of the office/consultant experience, specifying experiences in evaluations of Europeaid and DEAR projects and at least two recent references in the sector;
  3. A detailed financial offer;
  4. A detailed timetable of the evaluation;
  5. The submission forms for service offers (as per Annex II) filled in and signed (a scanned version will be accepted for the submission of the offer, the originals will be submitted only by the winner).

The offers evaluation will be based on the following criteria:

  • technical and methodological offer 60%
  • expert/experts CV 20%
  • financial offer 20%

In the event of selection procedure cancellation, tenderers will be notified by ACRA.

Cancellation may occur where:

  • the selection procedure has been unsuccessful, namely where no qualitatively or financially worthwhile offers has been received or there has been no response at all;
  • the economic or technical parameters of the project have been fundamentally altered;
  • exceptional circumstances or force majeure render normal implementation of the project impossible;
  • all technically compliant offers exceed the financial resources available;
  • there have been irregularities in the procedure, in particular where these have prevented fair competition;
  • the award is not in compliance with sound financial management.

In no event shall ACRA be liable for any damages whatsoever including, without limitation, damages for loss of profits, in any way connected with the cancellation of a tender/selection procedure.
