Increasing capacities and opportunities of the members of peasant economic organizations (OECAs) in Bolivia in order to generate income, employment and social inclusion in rural areas.
This five-year program aims at supporting the movement of the Bolivian OECAs (Peasant Economic Organizations) by strengthening their managerial, productive and commercial capacities, thus enabling rural families - members of the organizations - to become actors of economic development at a local and national level. The intervention involves the four Departments of Pando, La Paz, Potosí and Tarija, strengthening the network of the OECAs called CIOEC and their territorial branches.
The OECAs are peasant organizations with a joint economic and social objective that is expressed in a model of solidarity economy based on sustainable agriculture for assuring food security to their members. The project aims at supporting – even with technology – the production of cocoa, coffee, peanuts and Amazon walnuts and the exploitation of products derived from llamas breeding in the Department of Potosí.
Problems to solveRural areas interested by the project are those with the highest concentration of poverty in the Andean country. These areas are characterized by the spatial distribution of many family production units, which are almost always based on a mere subsistence economy. The farmers, small producers and indigenous people are among the most disadvantaged and largely excluded from economic and social life of the country. There is no public policy that fosters the relationship between the rural economy and the private business sector. Although the OECAs are an important reality for the development of the rural sector, they show poor management, productive and technical skills, limited representation at a political level and difficulties in accessing the local, national and international markets.
