CONTEXt

This five year program has supported the movement of the Bolivian OECAs (Peasant Economic Organizations), strengthening their management, production and commercial capacities, enabling peasant families – members of the organizations – to become interpreters of the local and national economic development. The intervention involves the 4 districts of Pando, La Paz, Tarija and Potosi strengthening the OECA network known as CIOEC and its territorial ramifications.
The OECAs are peasant organizations with a common economic and social objective which is expressed in a model of fair economy based on sustainable agriculture and aimed at guaranteeing food security to its members. The production sectors which received aid and technical support are cocoa, coffee, peanuts, Brazil nuts and, in the district of Potosì, the valorisation of products deriving from llama farms.


 

OBJECTIVES

  • To contribute to the reduction of poverty in rural Bolivia, promoting social inclusion of peasants and natives in private and public economic strategies.
  • To increase income generation, job opportunities and the level of participation in decision making processes of OECA members.

 

ACTIVITIES

  • Study on the organizations of producers and on the economic, social and cultural context to identify possible market niches for the marketing of products.
  • Training courses for managers in leadership, democratization, analysis, administration, business management, updating on the Bolivian public policies and use of information technology.
  • Meetings with the local and national authorities and national seminars for the exchange and sharing of experiences between the national CIOEC and the district OECAs.
  • Legal consultancy in the elaboration or review of the statutes of the OECAS.
  • Courses on bringing to market, marketing and organization of the production supply chain.
  • Participation in local or national trade fairs for display and sale of OECA's products.
  • Incentives for the use of CIOEC's internet site with the creation of a newsletter and a blog.
  • Production of an information kit and a video documentary on the movement of the Peasant Economic Organizations.

 

IMPACT

Direct beneficiaries:
6,460 families of members of OECAs, for an estimated total of 33,500 people.

Indirect beneficiaries:
all the families of members of the OECAs (associated with CIOEC) in the 4 districts, about 40,000 families (estimated 200,000 people).


 

SUSTAINABILITY

Strengthening of the technical and institutional capacities of CIOEC Bolivia and of the district representatives has contributed to create greater integration and articulation of the OECAS, making CIOEC an actor able to coordinate the process of development in the rural production sector, supporting the organizations also from a technical and operational perspective. CIOEC's political advocacy actions have favoured, at national level, the process towards a sustainability of the OECAS generating a favourable political and normative situation. Support to CIOEC has in fact contributed to achieving a very important result on a political level: the recognition of the Peasant Economic Organizations (OECAS) by the government of Evo Morales thanks to a specific law promulgated on January 26, 2013.
