Clean water and sanitation for the rural community of Niamone. A civil society intervention in the District of Tenghory.
This project - that is part of a broader program ACRA is implementing in Senegal - aims at giving access to clean water and sanitation to 9,500 residents of the 11 villages of the rural community of Niamone. ACRA has estimated that the project shall ensure to the population 35 liters of water per capita per day.
The project also aims at contributing to the empowerment of the role of womenthrough their democratic participation in the water resources governance bodies (e.g. ASUFOR).
The project schedules the construction of: two aqueducts, - for a total length of about sixty kilometers - which shall feed the faucets installed in each houses of the 11 villages; a pumping station - in addition to the already existing one realized thanks to a previous intervention co-financed by the European Commission - and the construction of about 450 sanitation facilities. The technical services of the Province of Cherbourg in France shall offer their technical assistance for the implementation of the activities scheduled in the project.
Furthermore, the project schedules the PHAST Sarar training (UNDP and WHO Protocol for public hygiene) for at least two health professionals for every village and for all the teachers of the community schools in order to inform the people - in particular children - about the basic principles of hygiene and ways of transmission of waterborne diseases.
Problems to solve
In 2001 the Senegalese government adopted a Poverty Reduction Strategy Paper, in which water and public hygiene played an important role. The result of this reflection was the formulation of a specific program for water and sanitation supply (Programme Eau Potable et Assainissement du Millénaire, PEPAM), sponsored by the Ministère de l'Hydraulique and the Ministère de la Prévention, de l'Hygiène Publique et de l'Assainissement. In terms of access and management of water resources, the PEPAM goals are in compliance with the UN Millennium Development Goals.
The PEPAM was launched in Dakar in 2005 and later extended to the regions of Kolda, Louga and Ziguinchor (2006). The PEPAM schedules the participation of various actors (government, civil society, local communities, NGOs, private sector and other partners) in the implementation of water interventions aimed at improving access to water for the population. These interventions shall be carried on within the framework of a broader strategy for poverty reduction. ACRA has already realized a project of drinking water supply and sanitation in the rural community of Coubalan - mainly financed by the European Union (9th FED, Water Facility.) In the region of Ziguinchor access to water is 60% compared to a national average of 64%, which drops to 30% (regional average) if we consider only the access to drinking water facilities.
In the District of Tenghory the rate of access to drinking water of the rural communities is: 100% in Coubalan (a result obtained thanks to the intervention developed by ACRA) 40% in Ouonck, 25% in Niamone - below the regional average, - and 20% in Tenghory. The only water infrastructure existing in the rural community of Niamone is the pumping station of the village, which has a water supply network limited to three out of the five districts of the village.
