Senegal, Region of Ziguinchor, Province of Bignona, Municipality of Bignona and Area of Transgambienne (district of Tenghory)



From February 1, 2014 to January 31, 2018



The project aims to reduce the percentage of population with no access to water and improved sanitation services. The intervention foresees the construction of sustainable green infrastructure for basic sanitation in urban and peri-urban areas.
A major goal is to improve health conditions of the local population, with special attention to women and children. To achieve this goal, target beneficiaries will be included in all decision-making processes. A systemic approach will be applied to implement market-based solutions addressing needs and priorities of local households and micro-entrepreneurs.



General objectives:

  • Reduced percentage of population with no access to improved sanitation services;
  • Improved sanitation and hygiene services, especially for women and children.

Specific objective:

  • Access to improved sanitation services by local population of Bignona;
  • Behavioural change on hygiene practices and environmental protection.



  • Participatory identification and planning of systemic intervention in urban and peri-urban areas according to the CLUES approach (Community-Led Urban Environmental Sanitation);
  • Creation of a "business incubator" in the area of sanitation and capacity building of local businesses;
  • Identification, development and supply of financial products and services for households and entrepreneurs (eg. microcredit to launch start-ups);
  • Technical trainings and capacity buillding;
  • Construction, supervision, validation and management of sustainable sanitation private and public infrastructure;
  • Planning and construction of a plant for fecal sludge treatment;
  • Design and construction of a drainage channel;
  • Environmental impact study;
  • Analysis on Knowledge, Attitudes and Practices, related to hygiene and sanitation as well as study of health impact;
  • Design and implementation of communication campaigns to promote hygiene and environmental protection;
  • Strengthening of the Inter-Municipalities Framework on natural resources management
  • Identification and application of instruments TAPR (Transparency, Anti-Corruption, Participation, Responsibility).
  • Exchange visits and best practices sharing




Direct beneficiaries:
Households of the municipality of Bignona and Transgambienne area for a total of 51.250 inhabitants.

Indirect beneficiaries:
Local population of the municipality of Bignona e Tenghory district for a total of 118.000 inhabitants;

This intervention will have a positive impact on local population’s health, reducing of 30% the rate of diseases caused by polluted water and lack of hygiene.



Strengthening the entire sanitation value chain will bring a significant impact on the environment. The intervention will result in a reduced risk of contamination of wells and water table as well as a decreased risk of soil erosion, thanks to the construction of a drainage system for runoff waters.
The replicability of this project stems from a market-based approach: the behavioral change on hygiene and health practices will generate a growing demand for sanitation services, which are supported by a stronger supply. The local incubator will play a key role in providing microfinance services and offering credit lines dedicated to sanitation. Furthermore, the incubator will provide dedicated services for capacity building.

At the policy level, the creation of an institutional framework (Inter-Municipal Framework) will encourage the active engagement of different stakeholders in sanitation planning.
