CONTEXT

The ISWM (Integrated Solid Waste Management) model is a tool used by Ecuadorian policy to face the issue of solid waste management. This topic becomes more and more important as garbage in urban and peri-urban areas increases. Nevertheless, municipal councils and civil society do not possess adequate knowledge to suitably address the problem, with relevant consequences on public health. The Ecuadorian Government, through the Ministry of Environment, aims at promoting waste management through a sustainable and integrated approach in order to reduce environmental pollution, improve quality of life and promote the preservation of ecosystems.

OBJECTIVES

Main objective:

  • Contribute to strengthening solid waste management in Ecuador, with the involvement of Gobiernos Autònomos Descentralizados municipal (GAD-M), the Asociación de Municipalidades Ecuatorianas (AME), the Ministry of Environment as a government office and civil society organizations.


Specific objective:

  • Improve solid waste management in Ecuador GAD-M by devising management plans, providing technical instruments, administrative and financial models and by promoting management models that are both inclusive and sustainable from an economic, social and environmental perspective.

 


 

ACTIVITIES

  • Actualization of Pilot Plans of Integrated Management of Solid Waste in all the 11 GAD-M, summary of management indicators who regulate the, market research on waste recycling.
  • Planning of an informatics system for the preparation of environmental management plans; development of software that identifies registered users, determines the amount of the tax on solid waste and arranges its payment.
  • Development of a management model for the realization of ISWM
  • Events of Mesa Nacional GIRS (National ISWM Table); creation of a coordination system between the technical committees of the Mesa Nacional and the government office for the preparation of proposals; national and international exchanges on the topic of ISWM.
  • Planning and actualization of a training course for municipal technician at the Ecuador's office of Latin American Social Sciences Institute (FLACSO); participation to international conferences; campaigns for raising awareness on national policies and regulations.
  • Support the realization of socio-economic initiatives in the earthquake stroke areas of the Manabí Province.

 


 

IMPACT

Direct beneficiaries:
11 GAD-M and 210 Municipalities will benefit from the ISWM model

Indirect beneficiaries:
60% of Ecuador's GAD-M; the population of Ecuador receiving the ISWM services from municipal authorities

 


 

SUSTAINABILITY

We intend to achieve sustainability of four levels:

  • Technical level: the ability of municipal officials in charge of ISWM will be enhanced through a deeper knowledge of the current legislation, the diagnostic service and the waste cycle. A custom software will support the action by enabling municipal engineers to digitize the procedures and improve results, to better manage campaigns and propose sustainable models as best practices.
  • Economic level: the implementation of the Modelo de Determinaciòn Tributaria and of the software, along with the collection of the value added tax on the service, will allow better financial management.
    Social level: Greater involvement of private companies and civil society will deepen the awareness of local authorities and citizens on the importance of ISWM as part of public health policies. Exchanges of good practices will be especially favoured, from the perspective of social and economic inclusion.
  • Political level: Participation becomes a tool to facilitate the encounter of local authorities and citizens, within an institutional and legal framework, with the contribution of concerted development and territorial plans, ensuring the quality of life in terms of health and environmental conservation.
