ico cibo internaburfem 2A rural development that includes women as a mean of achieving food security in Burkina Faso

Burkina Faso, Eastern Region, province of Tapoa
Center – west region, province of Boulkiemdé

From March 1, 2015 until February 28, 2018

In Burkina Faso, as in several other African countries, the role of women is pivotal to the organization of the household's economics and, if properly supported, women can become the lever for improving food security in the entire community.
Although 95% of the female population in Burkina Faso is involved in agricultural work, for socio-cultural and institutional reasons (among which the fact that development policies do not take into consideration gender issues), women are underrepresented within agricultural organizations and have limited access to credit to start their own businesses.
This project, a joint collaboration with the NGO Mani Tese, is intended to limit gender inequalities by putting women at the center of rural development processes in two of the country's provinces; and by carrying out participative agro-ecological models in areas at high risk of desertification and by focusing on the promotion of four agricultural sectors (the bean niebè, rice, vegetables, cereals). The project integrates and strengthens ACRI's three-year program in Burkina Faso regarding food security and financial instruments in rural areas.

General objective: to enhance food security and to promote the role of women in rural areas by ensuring equitable access to resources and skills and by safeguarding social security in said areas.

Project's specific objective: to promote the full inclusion of women in socio-economic development processes within their families and farmers' organizations, by strengthening the capacity of rural populations and ensuring access to production techniques for agricultural development in areas at risk of desertification.

  • Organization of activities to raise awareness regarding the role of women in the planning and management of family economics (meetings, radio broadcasts, theatre events etc.).
  • Dissemination of a simple and straightforward methodology, called CEF (Conseils d'exploitation familiale) on planning and management of family economics.
  • Development of a system of rotating crops to support women's economic activities; in particular crop production in normally non-productive seasons will be promoted to supplement families' incomes.
  • Research on the role of women in agribusinesses and organization of "workshops of local knowledge" on food and agriculture, of which women are the custodians.
  • Strengthening of women within the four agribusinesses unions and enhancement of women's participation in local, regional and international processes regarding policies for food security and the right to food. A female burkinabé delegation will participate to EXPO 2015 and to EXPO dei Popoli.
  • Development of models of distribution and reproduction of seeds (certified and improved); distribution of agricultural equipment (carts, ploughs, etc.) thanks to the financial support of a few shops and the introduction of credit systems and technical monitoring of agricultural activities.
  • Recovery of forty hectares of marginal lands and their valorization for crop production (rice and horticulture); construction of wells for horticultural production in non-productive seasons.
  • Creation and equipment of laboratories to process raw materials.
  • Support of storage networks for conserving products and spreading of the warrantage financial instrument (credit guarantee).
  • Creation of a "National Grain Stock" that facilitates trading of cereals and seeds.
  • Training courses on: issues related to climate change in rural areas; agro-ecological techniques aimed at mitigating desertification (through the organization of school camps); restoration of soil fertility through agro-ecological techniques; and planting of native tree species that are connected to nutrition and the traditional culture.

Direct beneficiaries: 16,241 people among female producers that belong to the municipal-provincial Unions, basic organizations and families with modest access to production means.

Indirect beneficiaries: the 864,379 inhabitants of the two provinces of intervention, which are exposed to food insecurity and desertification.

In economic terms easily replicable methods are encouraged to enhance the market competitiveness of small manufacturers and producers, through technical support, agricultural inputs and financial instruments that are coordinated and managed directly by the Provincial Unions and the National Federation of Rural Women. Support to the processing units, storage and commercialization (cereal market) will encourage a progressive increase in the income of farmers.
At the institutional level, there will be a gradual transfer of the proposed actions from the local level to the relevant Ministries and the federations of manufacturers, so to render the project "mainstream" albeit coherent with the national sector policies. At the same time, the project will help implement policies that protect small holders and the inclusion of women in decision making.
Environmental sustainability is ensured by agro-ecological farming practices which are promoted by the project itself; the latter will contribute to the development of an agriculture system that is more resilient to environmental shocks and that helps to rehabilitate the natural ecosystems.
